Enhancing Law Enforcement Crisis Response Training
Byrne State Crisis Intervention Program (SCIP) Local Solicitation

PURPOSE
MotoShot provides dynamic, lifelike training systems that simulate unpredictable, high-stress scenarios to improve officer decision-making, threat recognition, and response-critical in behavioral health and firearm-related crises.

GENERAL GRANT ALIGNMENT SUMMARY – Since each state administers its SCIP funding with individual priorities and eligibility criteria, agencies should consult their state’s specific program guidelines to determine allowable uses and alignment.

Priority Area #1: Equip communities with training & resources to respond to behavioral health crisis
MotoShot Alignment
MotoShot trains officers in split-second judgment and threat differentiation during high-stress encounters with individuals in crisis.

Objective 1.3: Support behavioral health responses in local jurisdictions
MotoShot Alignment
MotoShot strengthens CIT and scenario-based training by providing realistic simulations that improve verbal de-escalation strategies.

Objective 1.4: Embed advocates/peer navigators within justice systems

The MotoShot Robot directly supports this by embedding advocates/peer navigators within the training.

Justification Summary:
“The MotoShot system will be used in CIT-aligned training to replicate high-stakes behavioral health scenarios. This enhances officer readiness, supports trauma-informed responses, and reduces the likelihood of use-of-force incidents. The tool’s mobility and remote programming allow for controlled exposure to unpredictable conditions, strengthening mental preparedness and decision-making.”

NOTES FOR APPLICATION

Partner with a local police or sheriff’s department as the applicant agency.
Include local data on behavioral health encounters or firearm-related incidents to support your need.
Emphasize that this is a training enhancement, not general equipment procurement.
MotoShot is not UAV-based and does not fall under ineligible categories.
