Jose Medina

Awareness Protective Consultants

Jose L. Medina is a 27-year veteran of Law Enforcement and 17 year owner of Awareness Protective consultants, doing business as Team APC and Medina Tactical Dynamics. Jose has an extensive background in training and consulting for various groups such as Law Enforcement, Schools, and Corporate Industries. Jose Medina started his consulting firm when he saw the need for both the Police and Civilian side requiring more advanced education in the field of tactical and situational awareness. Through his studies and development of programs for Workplace Violence and Active Shooter response since 1999, Jose has taught thousands of police officers and military in active shooter response worldwide as well as educated and consulted with private firms in the same. Jose Medina created and led his police department’s SWAT team A.K.A. known as Emergency Services Unit which was established in 1999. This unit was designed to have tactical members who were highly trained within the police department, to rapidly response to active shooter and workplace violence events.

Part of Jose’s work function as a Tactical Team Leader was to establish good working relationships with private business’s within the town he worked as well as neighboring cities and towns in relation to active shooter situations and potential workplace violence situations. This led Jose to bring this aggressive and professional model into the civilian market helping both the police and private industries. Part of his training innovation was establishing the first Dispatcher Active Shooter program in the United States due to the importance of having civilian dispatchers being ready to receive civilian emergency calls in the event of an active shooter or workplace violence event.

Since then, Jose has taught thousands of dispatchers nationwide in this program, as well as private business’s in workplace violence and continues to add more detailed dimensions to all his training and operational planning projects. Jose was also the first trainer/consultant who developed the emergency response plan to active shooter for International Airports. This operational plan titled: ASERP-Active Shooter Emergency Response Plan, was designed to give the major international airports such as Newark Liberty, JFK and LaGuardia International airports a more systematic response plan to when dealing with an Active Shooter-Mass Casualty Event. Jose Medina and his team at Awareness Protective Consultants LLC (Team APC USA) have traveled, trained, lectured and consulted throughout the world from Canada to Asia.
